We keep getting asked, how do you eliminate cheating if golfers don't have a USGA Handicap?
It's simple, 1/Whatever your GROSS score is at the end of competition puts you into "that flight". It is the fairest way to score without requiring a USGA/GHIN Handicap.
We consulted with an USGA Rules Official to create our Scoring.
A: If you shoot "Within" your designated "Flight"; you are "Scored In" your Flight, along with others in your flight.
B: If you shoot "Below" your "Flight"; you are "Scored In" the flight below you.
C: If you shoot "Above " your "Flight"; you are eliminated from competition.
So, it does not benefit anyone to "lie about their Handicap". What you shoot is what you shoot.
"Old Tom Morris Flight"- Handicaps 1-5
“Watson Flight” – Handicaps between 6-10
“Nicklaus Flight” – Handicaps between 11-15
“Prestwick Flight” – Handicaps between 16-20
“St. Andrews Flight” – Handicaps 21 or more
RULES:
(NOTE: IF ONLY ONE GOLFER SIGNS UP IN ANY HANDICAP FLIGHT DURING A LOCAL QUALIFIER; THERE ARE TWO OPTIONS AVAILABLE: 1/THE SOLO GOLFER WILL BE MOVED INTO ANOTHER FLIGHT OR THE SOLO PLAYER WILL HAVE THE OPTION TO PAY TO PLAY IN THE NATIONAL CHAMPIONSHIPS)
NOTE: Golfers Over 60 years of age will be moved forward one tee box.
You will be using CARTS at all events.
"No One" is Allowed to ride with you as a guest, friend, girlfriend or "Helicopter Parent" or spectator. No Exceptions!
"No One" is allowed to use a golf cart to watch you play. This includes, a guest, friend, girlfriend or "Helicopter Parent" or spectator. No Exceptions!
If you register to play in an event or National Championships; you will be paired by the Team USA Staff with your playing partner.
You cannot and will not be paired with friends, relatives, etc. during the National Championships. NO EXCEPTIONS!
No USGA/GHIN Handicap Required
Team USA realizes the vast majority of amateur players do not have an official USGA Handicap. That's fine, we want you to play and compete in our tournaments knowing that we are working to ensure that the honesty and integrity of the game are preserved.
*Local Qualifying Tournaments: Your Final GROSS Score must be within your Designated Flight that you played in, based upon the Handicap you declared. If you shoot "below" your Handicap, you will be bumped into the Flight below you for Final Scoring. Each golfer will sign an agreement stating that their Handicap is accurate to their knowledge.
*National Championship: Your Handicap will be based upon the final GROSS Score you shot in your Local Qualifying Tournament. Your Final GROSS Score must be within your Designated Flight that you played in, based upon the Handicap you declared or were assigned. If you shoot "below" your Handicap, you will be bumped into the Flight below you for Final Scoring. Each golfer will sign a agreement stating that their Handicap is accurate to their knowledge.
SANDBAGGERS BEWARE!
LET'S BE REAL HONEST. SANDBAGGERS ARE EVERY WHERE!!! IF YOU ARE A SANDBAGGER AND THINK YOU CAN CHEAT YOUR WAY ONTO TEAM USA; YOU ARE MISTAKEN! WE RESERVE THE RIGHT TO DQ ANYONE WE THINK IS SANDBAGGING. IF WE SUSPECT SANDBAGGING; YOU WILL BE ASKED TO LEAVE THE COURSE PROPERTY.
Tee Assignments
Tournaments will be played from the Designated Tees selected by Team USA officials.
NOTE: Prior to all events starting Designated Tees will be announced to the group. It is your personal responsibility to play from the 'Correct Designated Tees'. You will DQ'd if you play from incorrect Tees.
AT WILL DQ and DISMISAL
By participating in any Team USA Golf Event, you agree to the terms as outlined. Team USA "At Will" can DQ any player or "At Will" remove a player from participating in the Team USA vs Team Scotland Amateur Golf Championships National Championship or Scotland event! If your conduct is abusive, disruptive, obnoxious, incorporative, disrespectful you will "At Will" be removed from the event. Team USA Golf Events is NOT LIABLE to return any entry fee and/or reimburse a dismissed player for any expenses associated with the cost of the dismissed player be removed from any event! By participating in any Team USA Event you are willing and legally "agreeing" to these Terms of "At Will" dismissal.
A Fair and Competitive advantage is given to all golfers.
1/You will be given your Pairings and Tee Box assignments at sign in.
NOTE: Golfers Over 60 years of age will be moved forward one tee box.
2/You will be required to sign a "Waiver of Liability" for a General Release for Team USA Golf Events, Sponsors and host golf course.
3/Rules are governed by USGA Rules of Golf.
If you have a dispute or need a Ruling during the event; you will contact the Team USA Staff and they will consult with the "Golf Pro" for Final ruling.
4/You will exchange Score Cards with your playing partner prior to Tee Off. You will be responsible for keeping your playing partners score as well as your own.
Once the 18 Holes is complete, confirm with each other, check your cards and then if you have NO DISPUTE with your playing partners card and score, both players will sign the cards and turn in for scoring.
Do Not Sign your Playing Partners Card if you will be registering a Complaint or Violation to be considered for Ruling by the Team USA Staff and "Golf Pro".
A: Bring the Violation to the Attention of your playing partner on the course and during play! Please, try and resolve the dispute during the round like Ladies and Gentlemen.
B: If you have a dispute or need a Ruling during the event; you will contact the Team USA Staff and they will consult with the "Golf Pro" for Final ruling. You "will" let the group behind you play through.
Once your signed and final cards are "handed in" for Official Scoring to the Team USA Staff and the "Golf Pro"; YOU CAN NOT REGISTER A COMPAINT OR VIOLATION!
5/Final Rulings: If there is a dispute and/or when the Official Scoring is complete; all players will conduct themselves Professionally. If any golfer is verbally abusive to any member of the host golf course and its staff or towards the Team USA staff; you will be asked to leave the course and the property immediately. If the "aggressive player" does not comply with the request to leave; 911 will be called, a complaint will be filed with the police.
6/Pace of Play: Conduct yourself within the Rules of the game of golf. Be considerate of your fellow players. If the Marshal or Team USA Staff advises you to "Pick up the Pace" consider it a polite reminder. If "your" pace of play becomes a point of contention for your playing partners, the group behind you, course staff or Team USA staff you will be given "One Official Warning". There will be no second warning; you will be DQ'd from the competition. You will be asked to leave the course and the property immediately. If the player does not comply with the request to leave; 911 will be called, a complaint will be filed with the police.
7/Range Finders and GPS are allowed.
HOWEVER, SLOPE OPTION ON GPS AND RANGE FINDER IS NOT ALLOWED.
8/Bunker Filled with WaterQ.The bunker is filled with water – what are my options?
A.When the bunker is filled with temporary water, you may play your ball as it lies or take free relief in the bunker. When taking free relief, you must find the nearest point of complete relief in the bunker and drop within the one club-length relief area (see Rule 16.1c(1)). If complete relief is not available, you may take free maximum available relief in the bunker and drop within the one club-length relief area from the point of maximum available relief (see Rule 16.1c(1)). Additionally, for one penalty stroke you may drop a ball outside the bunker by going back-on-the-line as far as you’d like keeping the point where your ball lies in the temporary water between you and the hole (see Rule 16.1c(2)).
9/14 Clubs in Bag:You are allowed to carry up to 14 clubs for play (but you can have fewer). There is no restriction on the type of clubs you carry so long as they conform to the Rules – for instance you can carry multiple putters, multiple drivers, or some left-handed clubs and some right-handed clubs. If you start a round with 14 clubs, you are generally limited to those clubs for the rest of the round, even if you lose one. But if you break one (other than through abuse), you can continue using that damaged club, replace it, or have it repaired (if possible). If you start a round with fewer than 14 clubs, you can add clubs during the round until you reach 14, but you must not delay play in doing so. When you have a partner, you can share clubs, provided that the total number of clubs between the two of you is no more than 14. For example, if you have 6 clubs and your partner has 8 clubs, the total is 14 and you can share.
You cannot purposely adjust or alter clubs during your round, which includes making changes to adjustable clubs. But if an adjustable club becomes loose during the round, you can repair it by moving it back to the original setting.
10Relief for Ball in Ground Under RepairQ.My ball is in ground under repair – what are my options?
A.You may either play your ball as it lies from the ground under repair or take free relief. To take relief, you must find the nearest point of complete relief from the ground under repair and drop your original ball or another ball away from the ground under repair and within one club-length of that point not nearer the hole (see Rule 16.1).

Equipment Policy
USGA Rules of Golf: Tournament competitors may not have more than fourteen (14) golf clubs in their bag during a tournament round. If a competitor has arrived at the first tee with more than fourteen (14) clubs and declares one to be out of play and removes it from his bag prior to hitting their first shot, there will be no penalty assessed so long as the competitor does not attempt any stroke with the removed club during the round.
All clubs used in competition must comply with all current USGA Equipment Rules. Violation of these rules may result in penalty or disqualification.
