How do you eliminate cheating if golfers don't have a USGA Handicap? It's simple,
1/We trust that you are being honest about your Handicap.
2/Whatever your GROSS score is at the end of competition puts you into "that flight". It is the fairest way to score without requiring a USGA/GHIN Handicap.
A: If you shoot "Within" your designated "Flight"; you are "Scored In" your Flight, along with others in your flight.
B: If you shoot "Below" your designated "Flight"; you are "Scored In" the flight below you.
C: If you shoot "Above " your "Flight"; you are eliminated from competition. So, it does not benefit anyone to "lie about their Handicap". What you shoot is what you shoot.
